<p>OKLAHOMA CITY, OK — A recent poll shows that 75% of Oklahomans support State Senate Bill 801. The measure, currently under consideration in the Oklahoma legislature, would allow Certified Registered Nurse Anesthetists to serve patients by collaborating with a physician rather than by being supervised by a physician during a medical procedure. “This poll confirms what we have been hearing from patients, health care professionals and elected officials from across Oklahoma,” Jenny Schmitt, President of the Oklahoma Association of Nurse Anesthetists said. “Health care access is a daily concern for Oklahomans, particularly in rural Oklahoma, and this measure would dramatically improve health care accessibility and improve the long-term success of our surgery centers and rural hospitals. These measures continue to receive broad support and we are hopeful that the legislature will pass the bill and Governor Stitt will sign it into law.”&nbsp;</p>



<p>“This measure simply mirrors what is already taking place in operating rooms across Oklahoma every day. Senate Bill 801 would bring our laws up to date to match those practices”, said State Representative Marcus McEntire (R-Duncan) The poll found robust support for the measure across all voter segments. It is supported by 79% of Republicans and 70% of Democrats. Geographically, the measure is 69% by rural Oklahomans, 71% in the Oklahoma City market and 77% in the Tulsa market. Men support the measure with 79% and women support it with 71%. Only 18% of Oklahomans surveyed opposed the measure. The poll of 437 Oklahomans (54% cell phone respondents) was conducted February 9. </p>

<p>State Superintendent Janet Barresi has been busy hiring and promoting employees from within the Oklahoma State Department of Education in her final days and weeks in office.</p>
<p>All told, her new hires total about $653,000 in base salary costs, and the salary increases that accompanied promotions, not counting one executive’s unknown bump in pay, total $62,000.</p>
<p>On Monday alone, five new employees with salaries totaling $290,500 were hired. Among them is the executive director of the new Statewide Virtual Charter School Board, with a salary of $90,000.</p>
<p>On Wednesday, Michele Sprague was promoted to executive director of literacy and Kayla Hindman was promoted to director of early childhood education and elementary English language arts. Both received $5,000 raises.</p>

<p>I write to you today to share with you results of our most recent polling regarding legislation to repeal the ban on horse slaughter in Oklahoma.</p>
<p>Given the rather fast pace this legislation has made its way through the legislature, my intent is to make sure that the collective voice of the voting public is heard and taken into consideration on this issue.</p>
<p>As Oklahoma’s public opinion pollster, it is NOT my mission, directly or indirectly, to advocate for or against any particular legislation or public policy. While this particular poll was commissioned by two organizations that have taken a position on the legislation, I wrote the survey instrument with the full intent to ask a probability sample of likely voters unbiased questions and present both sides fairly.</p>
<p>I would also like to note that SoonerPoll.com has provided complete disclosure of the poll results, instrumentation, and a Call Disposition Report including rate calculations, some of which exceeds the minimum disclosure requirements of my profession. Our survey methods are also provided with complete transparency with the public on our website.</p>
<p>There has been mention in media reports of another poll conducted by an out-of-state firm with conflicting results. I would like to point out that this organization has not completely provided their results for review, or met even the minimum public disclose standards outlined by the polling industry. <p>WASHINGTON, D.C. – U.S. Sen. Jim Inhofe (R-Okla.), Ranking Member of Senate Armed Services Committee, today introduced amendment #358 to the Senate Budget Resolution for Fiscal Year 2014 that establishes a $16 billion overseas contingency operations (OCO) fund, or emergency fund, to address irrecoverable impacts on the Department of Defense incurred as a result of sequestration:</p>
<p>“My amendment exposes the unfortunate reality that sequestering the Defense Department will not save a dime,” said Inhofe. “Instead, sequester will increase the costs of defense programs due to fiscal uncertainty and result in far more taxpayer money wasted than saved. The amendment would establish a $16 billion emergency fund to address irrecoverable impacts on our readiness levels and national military strategy that incur as a result of sequestration. If the amendment is accepted, Chairman Levin and I will work closely to define the appropriate mechanism for including in the Defense Authorization bill to ensure proper oversight of the funds.”</p>
<p>“Senior leaders at the DOD have told me their costs will rise because of sequestration. Services such as the Marine Corps will be forced to mortgage their future to pay for readiness needs today, assuming even larger future financial obligations without the resources to address them. Other branches warn of having to forgo modernization of equipment that goes to support our deployed forces. The Obama Administration has already cut more than $600 billion from defense budgets, and the Joint Chiefs have testified that the military cannot afford to give another dollar and maintain current national security capabilities. We are on the brink of a hollowed out force. This must change, as our men and women in uniform deserve better and the American people expect more.”</p>
<p>Emergency supplemental funding such as the OCO account are generally made for the purpose of covering emergencies deemed too urgent to be postponed until the enactment of the following year’s regular appropriations act. OCO funding does not impact the deficit.</p>
<p>On March 1, Inhofe and Chairman Carl Levin sent a letter to Budget Committee Chairwoman Patty Murray and Ranking Member Jeff Sessions outlining views and estimates for the FY&#8217;14 Defense Budget. In the letter, the Senators stated that the DoD faces additional demands on the budget due to sequestration impacts and requested the Budget Committee increase the DOD base budget by up to 3 percent to address the long-term impacts. <p>The state schools superintendent is asking lawmakers for extra time to implement a new teacher evaluation system.</p>
<p>Janet Barresi has asked for an extra two years to finish putting together the Teacher and Leader Effectiveness system, which would tie teacher pay, tenure and employment to measures such as student test grades and administrator observations.</p>
<p>Barresi&#8217;s chief of staff, Joel Robison, said many details have yet to be worked out for a system that is set to go into effect in the fall.</p>
<p>“This is very difficult work with very high stakes,” Robison said. “We just want to make sure that we do everything that we can do, get all the information we can get, get as much input as we can, to make sure when the system is implemented, it is implemented correctly.”</p>

<p>A federal database that tracks people prohibited from buying a firearm may soon include the names of Oklahomans with certain mental health issues.</p>
<p>A bill that would require the state&#8217;s county court clerks to submit to the National Instant Criminal Background Check System the names of those adjudicated mentally incompetent has passed the House and is awaiting Senate approval.</p>
<p>Monday, the Oklahoma Association of Chiefs of Police announced it also would support the inclusion of the state&#8217;s mental health records in the federal background check database system.</p>

<p>NATIONAL HARBOR, Md. — The Republican National Committee is moving forward with a comprehensive overhaul of its antiquated voter turnout operation, including a focus on fixing a collection of broken state parties, CQ Roll Call confirmed Friday.</p>
<p>The effort will be directed by the RNC’s political department, under the supervision of political director Chris McNulty and a full-time state party director — a new committee position created as part of the get-out-the-vote overhaul. The modernized national field operation will focus on improving voter registration, identification and turnout through a “bottom-up” approach that reinvigorates the party organization at the precinct, congressional district and state levels.</p>
<p>Under this strategy, the RNC plans to immediately reform its training program for grass-roots activists to encompass the committee’s new attention on data gathering, technology and analytics with a complete revamp of its political education department slated to conclude by May 1. Similar to President Barack Obama’s successful formula, the RNC wants to transform its GOTV into an ongoing national program that relies on “peer-to-peer” contact where people live, work, worship, learn and buy their coffee.</p>

<p>OKLAHOMA CITY (March 13, 2013) – Legislation repealing the state’s burdensome franchise tax passed the Senate today.</p>
<p>Senate Bill 341, by Sen. Mike Mazzei, eliminates the franchise tax in Oklahoma. The franchise tax is a tax that corporations pay based on the amount of capital invested in Oklahoma; essentially it a tax for the right to do business in Oklahoma.</p>
<p>“Our state’s franchise tax hurts small businesses across our state and discourages additional capital investment and job growth. Our state needs a tax structure that encourages growth, not hampers it,” said Gwendolyn Caldwell, Senior Vice President of Government Affairs for the State Chamber of Oklahoma. “The franchise tax puts companies that want to or currently do business in Oklahoma at a huge tax disadvantage and serves as a disincentive for economic development.”</p>
<p>According to the Oklahoma Tax Commission, corporations are taxed $1.25 for every $1000 they invest in Oklahoma. The franchise tax goes above and beyond the already existing 6 percent corporate tax assessed on business, making Oklahoma a less attractive place to do business. The franchise tax is especially hard on small business, as often the cost of compliance is more than the amount the state receives in taxes.</p>
<p>“Small business is the backbone of Oklahoma’s economy. Our state’s franchise tax is particularly burdensome for our small businesses that often operate on thin margins,” said Tim Morris, President of ML Products, LLC and the State Chamber’s small business Business Ambassador. “It helps Oklahoma’s economy when small businesses are able to reinvest in their company and hire more employees and raise wages. Eliminating the franchise tax will give our small businesses more flexibility to grow.”</p>
<p>The bill passed the Senate with a vote of 44-0 and now moves to the House for further consideration. Similar legislation, House Bill 1716, also passed the House with a vote of 79-14 this week. </p>

<p>Mayor Dewey Bartlett has proposed generating $12 million a year for public safety and roadwork by permanently extending a sales tax that was sought for the five-year capital improvements package being prepared for voters this November. </p>
<p>Bartlett told the City Council on Thursday that the city’s portion of the 0.167-cent 4 to Fix the County tax could fund two police and fire academies annually with $5 million left for street repairs and streetscape beautification such as graffiti removal and mowing. </p>
<p>The tax is earmarked for projects from the 2008 Fix Our Streets initiative until June 30, 2014, and would have to be extended by voters for any use beyond that. </p>
<p>Bartlett said he will ask the council to put the extension on November’s ballot as a permanent sales tax. Officials previously proposed extending it for five years as part of the $800 million funding package, which would drop to $740 million without the tax. </p>

<p>Perennially debated issues at the state legislature have their own peculiar rhythm. With proposed tax cuts or exemptions, for example, the discussion focuses on the Oklahoma Tax Commission’s estimate of how many dollars the proposal will (depending on your perspective) cost the state or benefit the taxpayers. Perhaps it would be better if, instead, we judged the proposal based on its economic impact. For example, we should ask how much economic growth will occur or how many jobs will be created if we enact this proposal. But too often, it’s just easier to go with what we know.</p>
<p>The same problem arises with workers’ compensation reform legislation. The legislative dance on workers’ comp issues is similar to tax issues; the dance partners are different, but the tune is the same. The legislative leadership assembles its comprehensive reform legislation and, then, in preparation for the coming debate, just as tax bills are evaluated by the Tax Commission, the bill is “scored” by the National Council on Compensation Insurance (NCCI). The NCCI, a private organization respected by all sides in the workers’ comp debate for its gathering and analysis of workers’ comp insurance data, studies the bill and issues a report estimating how much money each of the bill’s reforms will save employers over the cost of the current system. The legislature then battles over which of the reforms to enact and, thus, how much of the cost savings can be preserved.</p>
<p>This week marked the beginning of this year’s dance. The primary reform vehicle, authored by Senate President Pro Tem Brian Bingman, with technical advice offered by the State Chamber, has been released to the public. Accompanying the bill is the eagerly awaited scoring by NCCI. The bill, compared to recent reform efforts, received a good score: NCCI estimates that the reforms included in the bill would reduce state workers’ comp costs by 14.2 percent, or $138 million.</p>

<p>T. Boone Pickens was headed to a private lunch with outgoing Energy Secretary Steven Chu when I caught up with him by phone this week. In the four years that Chu’s been in office, he’s never met privately with Pickens, the outspoken former oilman turned investor who’s been a proponent of natural gas vehicles.</p>
<p>For the past few years, Pickens, who lives in Dallas, has been promoting his plan to wean the country off foreign oil. Critics are quick to point out that Pickens’ agenda would promote his investments in natural gas and a company that makes natural gas vehicles. Others call that putting his money where his mouth is.</p>
<p>But his latest proposal, which he outlined in a speech to the Energy Department on Tuesday, bears consideration. He wants to leverage recent increases in domestic oil and natural gas production to break OPEC’s grip over the U.S. economy.</p>

<p>Chesapeake Energy Corp. is selling half of its acreage in northern Oklahoma&#8217;s Mississippi Lime play to a Chinese firm as it continues to pare its budget shortfall.</p>
<p>Chesapeake on Monday announced a $1.02 billion joint venture with Sinopec International Petroleum Exploration and Production Corp. Chesapeake will get the bulk of the money in cash when the deal closes. </p>
<p>Sinopec will buy an interest in half of Chesapeake&#8217;s 850,000 net acres in the oil-rich Mississippi Lime, then share future exploration and development costs in the play.</p>
<p>“We are excited to announce the execution of our Mississippi Lime joint venture with Sinopec, which moves us further along in achieving our asset sales goals and secures an excellent partner to share the capital costs required to actively develop this very large, liquids-rich resource play,” said Steven C. Dixon, Chesapeake&#8217;s chief operating officer.</p>

<p>BRAGGS &#8211; Soldiers loaded up in armored vehicles and trucks Friday and set out across Camp Gruber, ready to encounter roadside bombs, civilians and other scenarios. </p>
<p>It was a bit colder than what they&#8217;ll see in Afghanistan this summer, but the training was as true as members of the 1220th Engineer Company will see on the ground. </p>
<p>The approximately 150 Oklahoma National Guard soldiers will leave Oklahoma early next month to complete training near Fort Bliss, Texas. They will then head to eastern Afghanistan for a nine-month deployment. </p>
<p>&#8220;This deployment, we have a deconstruction mission, which basically consists of tearing down bases out there,&#8221; said company commander Capt. Joshua Lawson of Fort Gibson, who also is an Oklahoma Highway Patrol trooper. </p>

<p>Reps. James Lankford and Tom Cole say Republicans are willing to restructure the $1 trillion automatic cuts set to take place early next month but that they won&#8217;t reduce the amount. They note that the House passed legislation twice last year to reduce the impact on the military.</p>

<p>WASHINGTON — House Republicans want $1 trillion in automatic budget cuts to take effect next month but will try to blunt the impact on the nation&#8217;s military, Oklahoma lawmakers say.</p>
<p>Rep. James Lankford, R-Oklahoma City, said the Republican-controlled House likely will consider legislation this month to re-allocate the cuts so they don&#8217;t disproportionately hit the military.</p>
<p>Lankford, a member of the House GOP leadership, declined to discuss the specifics of the plan, but he said the Republican alternative would require more changes to programs such as Medicare and Medicaid. As structured, only 2 percent of the reductions in the next 10 years would come from Medicare and none from Medicaid, Lankford said.</p>
<p>A plan to change entitlements would likely have no chance of becoming law without an agreement by Republicans to raise more revenue, since the White House has insisted on a deal that combines spending cuts with higher taxes.</p>
<p>White House spokesman Jay Carney and Senate Majority Leader Harry Reid, D-Nev., said eliminating tax credits and deductions used by oil and gas companies should be part of the discussion.</p>
<p>“It can&#8217;t be we&#8217;ll let (the automatic cuts) kick in because we insist that tax loopholes remain where they are for corporate jet owners, or subsidies provided to the oil and gas companies that have done so exceedingly well in recent years have to remain in place,” Carney told reporters.</p>
<p>Lankford and Rep. Tom Cole, R-Moore, said House Republicans would not back any deal involving more revenue to alter the cuts.</p>
<p>“I think they&#8217;re under the assumption that Republicans are going to cave on this,” Cole said. “We&#8217;re not going to.”</p>
<p>Lankford agreed, saying, “What is worse than the (automatic cuts) is no cuts at all.”</p>
