<p>The Consumer Coalition of Oklahoma and Cole Hargrave Snodgrass &amp; Associated (CHS) released the results of a recent poll of Oklahoma voters&nbsp;revealing&nbsp;a new optimism in the state and&nbsp;strong support for reforms championed by Governor Kevin Stitt. &nbsp;<br><br>“This poll shows a remarkable turnaround in optimism in the state,” said CHS President Pat McFerron, who oversaw the poll’s design and implementation. &nbsp;“In just six months, we have gone from some of the most negative numbers recorded in the state to the best we have seen in six years,” McFerron stated.<br><br>“This poll&nbsp;confirms&nbsp;voters are embracing the agenda of Kevin Stitt&nbsp;and Oklahoma’s turnaround is happening in a real way all across our state,” said Joshua&nbsp;Harlow&nbsp;Executive Director&nbsp;of The Consumer Coalition of Oklahoma, a grassroots effort promoting&nbsp;limited government and consumer choice.&nbsp;<br><br>The survey asked voters about two of Governor Stitt’s agenda items: &nbsp;putting agency boards under greater control of the governor and using some of the additional funds available to the legislature to better fund the state’s&nbsp;rainy-day&nbsp;fund.<br><br>More than twice as many voters approve the recent agreement to give the governor’s office more control over key agency board as oppose this reform (58% approve / 28% disapprove). &nbsp;“Republicans are particularly supportive of this approach with 71% saying they approve, and less than a majority of Democrats oppose the Republican this reform,” stated McFerron. &nbsp;“It is difficult in today’s hyper-partisan environment to get buy-in from even 40% of the opposition party, but this reform does just that.”<br></p>

<p><br>An even more popular reform is Governor Stitt’s proposal of saving money for the state’s rainy-day fund. &nbsp;When voters are told of the 574 million&nbsp;dollar&nbsp;increase in certification of funds, 73% agree with Stitt’s proposal to saving at least 200 million into the state’s savings account. &nbsp;“Everyone should pay attention to the question wording here,” McFerron said. &nbsp;“In this question we made the argument that the state should spend the money to make-up for past underfunding. &nbsp;Even with this note, a strong supermajority of voters still&nbsp;favor&nbsp;saving over spending.”<br> &nbsp;&nbsp;<br>“Fully 84% of Republicans and 87% of those Republicans who regularly vote in primary elections favor the savings plan,” McFerron continued. “And this is a message that unites both urban and rural Oklahomans with more than 70% of each group supporting saving at least $200 million.”<br><br>“We are excited about the results of this poll,” said Harlow. &nbsp;“As advocates for Oklahoma consumers, we want a state government which is responsive to them. &nbsp;This polling shows that support for these two priorities of the Stitt administration is one way to give Oklahomans what they desire.”<br><br>The survey of Oklahoma registered voters was conducted by live agents on both land and mobile lines. &nbsp;It was controlled for gender, age of respondent, partisan affiliation, and region of the state so that it accurately reflects the Oklahoma electorate. &nbsp;Conducted March 12-15, 2019, the survey of 400 registered voters has a margin of error of +/- 4.9%. &nbsp; Full question wording is below.<br>&nbsp;<br>1.&nbsp;As you may know, Governor Stitt and legislative leaders recently announced they had reached a compromise agreement which will give the Oklahoma governor’s office more control over the key agency boards. &nbsp;These nine-member boards will now be comprised of five gubernatorial appointments and four from legislative leaders who will serve at the will of whoever appoints them. &nbsp;This will allow any governor in Oklahoma to have more control and responsibility for actions of these agencies instead of the way it is now where the appointments can last for years and overlap from one governor to the next, meaning a new governor may not gain control of an agency for six years or more. &nbsp;From what you know, do you approve or disapprove of this new approach?<br></p>

<p>According to the most recent Quarterly Poll from SoonerPoll, a plurality of Oklahoma likely voters believe reducing or eliminating corporate tax credits and subsidies for wind energy companies is the best place to start in funding teacher pay raises.</p>
<p>“Legislators say they got the message from last year’s election about raising teacher pay,” said Bill Shapard, founder of SoonerPoll.  “These poll results tell them where voters believe the funding should come from.”</p>
<p>Nearly one in three voters believed funding for increased teacher salaries should come from reducing the non-teaching workforce costs in Oklahoma’s higher education system.</p>
<p>Only 14 percent of likely voters believed teacher pay raises should come from increased taxes.</p>
<p>“These poll results show Oklahomans want legislators to look other places before trying to raise revenues from increased taxes,” said Shapard.</p>
<blockquote><p><strong>[QUESTION] Many Oklahoma lawmakers have expressed a desire to enact a teacher pay raise during the 2017 legislative session. However, the legislature will likely be facing a significant state budget gap. To help fund teacher pay raises, which of the following options would you prefer?</strong></p>
<p>1. Reduce or eliminate corporate tax credits and subsidies for wind energy companies: <strong>42.1</strong><br />
2. Reduce non-teaching workforce costs in Oklahoma’s higher education system: <strong>29.7</strong><br />
3. Increase taxes: <strong>14.0</strong><br />
4. Do not raise teacher salaries at this time: <strong>14.3</strong></p></blockquote>
<p>A plurality of Republicans, Democrats and Independents all favored cutting tax credits and subsidies to wind energy as their first choice for funding teacher pay increases, including conservatives, moderates and liberals as well.</p>
<p>Republicans were more likely than Democrats in wanting to make raising taxes to fund teacher pay increases a last resort.</p>
<p><strong><span style="text-decoration: underline;">About the Poll</span></strong></p>
<p>SoonerPoll.com, Oklahoma’s public opinion pollster, asked these questions of Oklahoma likely voters as part of the SoonerPoll Quarterly Poll, which was commissioned by the <a href="http://www.ocpathink.org">Oklahoma Council of Public Affairs (OCPA).</a></p>
<p>The scientific study was conducted from December 19-21, 2016 with 440 likely Oklahoma voters selected at random statewide from a tri-frame of both landline telephone and cell phones, plus a online panel from Research Now. The sample was weighted by age, political party, and congressional district in order to reflect the Oklahoma likely voter population for a general election. The weighting was conducted using a ‘layered technique.’</p>
<p>The sample reflects the traditional demographical profile of the Oklahoma likely voter with roughly half of respondents identifying as conservative and attending religious services once or more per week. The study has a Margin of Error (MoE) of ± 4.60 percent.</p>
<p>This poll not only conforms to the Standards of Disclosure of the National Council on Public Polls but exceeds the standard disclosure with a Call Disposition and Rate Calculation Report. <p>Since SoonerPoll has been polling state questions since July, none has had such a dramatic shift than SQ 777.</p>
<p>In July, support for the state question was only polling at 53.2 percent.  At the time, some reports on the internal polling of the campaigns put the support level much higher.  In early October, the next SoonerPoll had the level of support at just 49.3 percent.</p>
<p>To date, SoonerPoll has been the only independent, non-partisan pollster who has publicly released polling data on SQ 777.</p>

<p>Oklahoma Congressman Markwayne Mullin should have been set for an easy reelection campaign, but an exclusive poll conducted by InsideSources shows the race is unexpectedly tight leading into Tuesday’s primary.  Moreover, the more voters know about each candidate, the worse it is for Rep. Mullin.</p>
<p>“We found that the more likely voters found out about Rep. Mullin and Mr. Jackson, the more they tended to support the challenger, Mr. Jackson,” InsideSources publisher Shawn McCoy said.  “Now it’s just a matter of whether Mr. Jackson has the time and resources to inform the voters.”</p>
<p>Mullin, a two-term Republican incumbent, is facing a primary challenge from Jarrin Jackson, a combat veteran who recently won the endorsement of Tom Coburn, the popular former senator. Mullin has also recently drawn strong criticism from conservative groups aligned against legislation he’s proposed to bring federal regulation to Mixed Martial Arts competition. In a conservative House district, these challenges from his right have left Mullin on shaky ground.</p>
<p>Our exclusive poll found Mullin leading Jackson 51.7 percent to 40.2 percent, with 8 percent undecided in initial polling.</p>
<p>However, InsideSources asked a series of follow-up questions about candidate biographies and the attacks being lodged by conservatives opposing Mullin. Mullin has been mute in criticizing his lesser-known opponent, so attacks on Jackson were not included. In this test, known as an “educated ballot,” which is intended to simulate how voters may react to what they hear in the media and from other voters leading up to the primary, Jackson was catapulted to a lead of 45.8 percent to 39.6 percent, with 14.6 percent unsure of how they will vote.</p>
<p>The educated ballot test does not mean Jackson has the momentum to win. As is often the case with primary challengers running against incumbents, Jackson may not have the resources to reach voters with his message. Jackson has raised and spent a small fraction of Mullin’s war chest. According to the most recent filings to the Federal Election Commission, Mullin spent over $300,000 in the two-month period ahead of the primary. Jackson has spent less than $50,000.</p>
<p>While Senators Jim Inhofe and James Lankford have both endorsed Mullin for reelection, the surprise endorsement from Coburn seems to be in response to Mullin walking back a pledge he made in 2012 to run for no more than three terms in the House.</p>
<p>InsideSources told survey respondents about the endorsements, and read language to voters similar to what is found on each campaign’s website about candidate biographies and issue positions. Hearing positive biographical notes on Mullin made 64.7 percent of likely primary voters say they would be more apt to support him, while 58.4 percent found themselves more likely to support Jackson based on the lesser-known opponent’s military service and policy goals.</p>
<p>Voters were told of major conservative criticisms of Mullin, including his support for the Export-Import Bank, which critics argue supports corporate welfare for large companies. Respondents were also told Mullin is facing an ethics investigation for earning too much income outside Congress, and his business received hundreds of thousands of dollars in Obama Stimulus funding. Nearly 50 percent of likely voters said hearing this made them less likely to support Mullin. Conservative groups, including Heritage Action, have in the past made calls to voters in the district critical of Mullin on some of these points.</p>
<p>The InsideSources poll of 521 registered Republican voters in Oklahoma’s 2nd Congressional District was conducted June 20-22, and has a margin of error of +/-10% after applying a likely voter screen and demographic weighting.  Data was gathered via interactive voice response (IVR) calls. Out of 1,622 partial responses, 521 complete responses were gathered. Poll analysis was conducted by Praecones Analytica. InsideSources will be tracking races nationwide ahead of November’s elections.</p>

<p>The mayor’s race in Tulsa is in the closing week.  The results are close and a lot can happen in the next seven days.  Here’s my take on the poll results, <a href="https://www.theokie.com/sonnerpoll-bartlett-maintains-lead-over-bynum-as-race-mayors-race-tightens/" target="_blank">which a full topline and crosstab report can be downloaded here:</a></p>
<ul>
<li>The race, while showing Bartlett with a three point lead, is within the margin of error and effectively a dead heat.</li>
<li>This race is going to come down, essentially, to Democrat turnout.  Democrat turnout, particularly in Tulsa, has been falling for some time now.  Obama has not helped and Hillary Clinton is not expected to help any more.  <a href="http://soonerpoll.com/the-democratic-primary-election/">One of polling’s biggest misses was in 2010 when Tulsa County turnout among Democrats was the fourth lowest in the state.</a>
<ul>
<li>Democrats are being asked to vote or pick between two Republicans in this race, a choice that will not drive turnout.  Democrats already unhappy with Bartlett were going to vote for Bynum anyway.  The question is, can Bynum increase Democrat turnout, something that Democrat candidates in Tulsa themselves have had a tough time doing? Plus, there is not much else on the ballot to drive Democrat turnout either.</li>
</ul>
</li>
<li>There is for the Republicans, however, and the competitive nature of the congressional race may actually help Bartlett, whose voters are much more align with Bridenstine’s.</li>
<li>Bartlett, as the incumbent, is weak at just 41% and does not look good, considering that the challenger Bynum is expected to receive a larger percentage of the undecideds, in effect, putting him as the winner of the race on Election Day — IF everything holds the same and true for another week (which is highly doubtful given the activity that typically occurs in the final week of most campaigns).</li>
<li>However, this does not completely assure a Bynum win and here is why:
<ul>
<li>He is effectively the “Democrat” in this race and not the place any lifelong Republican would want to be when the majority of voters on Election Day in Tulsa are Republican.  His largest support, 46.6% comes from Democrats and he is having to talk Democrats into voting for him, a Republican, over another Republican.</li>
<li>Bynum is getting 31% of the Republican vote and this could spell success for him, but he’ll have to hold on to it for another week which might be difficult.  Bynum is trying to assemble a coalition of Democrats, moderates and unhappy Republicans to win this election and it might just actually work.</li>
<li>The problem is, his favorables have fallen since the last poll, showing that Bartlett’s messaging is working.  Bartlett is trying to break up that coalition by peeling off the Republicans with a Coburn endorsement.  We see this in the liberal to conservative scale where the more conservative you are, the more you support Bartlett.  This also shows that Bartlett is viewed as the most conservative in the race as well.</li>
</ul>
</li>
<li>Bartlett, however, is not helping himself as much as he should.
<ul>
<li>His favorables, while a majority, are “soft” meaning more consider him “somewhat favorable” than “very favorable,” <a href="http://soonerpoll.com/bartlett-with-4-point-lead-over-bynum-going-into-last-nights-tulsa-mayoral-debate/">and it’s been that way since we’ve been polling him.</a>  Voters we talk to tell us, “he’s okay” and this is probably why his re-elect numbers are so low.  What is helping him, however, is how Tulsans feel about the direction of the city, which a plurality say is going in the right direction (opposite of what they might say about the nation).</li>
<li>Bynum, to win, has to say that Tulsa is not going in the right direction, its Bartlett’s fault, and we need a new mayor, but he hasn’t been able to effectively say it and it be believable to the electorate.</li>
</ul>
</li>
<li>There is no great issue that is driving this race and this may explain why we’re seeing a tight race as well.  This race is being driven by personality or who you like the most, which helps Bynum, but voters still need to be talked into (since most Tulsans are happy) “changing horses in the middle of the race” which is where Bynum’s messaging has not been effective.  For Bynum, “like me, I’m a nice guy, I’m Mr. Tulsa,” may not be enough.
<ul>
<li>We see this in the favorables.  48% or nearly half of Republicans have a favorable impression of Bynum, while 68% of Republicans have one of Bartlett.</li>
<li>32% of Bartlett voters have a favorable impression of Bynum and 28% of Bynum voters for Bartlett.  These may not seem high but indicate the messaging is not driving a wedge or difference in the minds of voters.</li>
<li>Again as to why Bynum is effectively the Democrat in this race, 65% of Democrats have a favorable impression of Bynum.  We can also see that Bynum has driven down Bartlett’s favorable among Democrats where 55% view Bartlett as UNFAVORABLE, but this wasn’t going to be hard to do.</li>
</ul>
</li>
<li>The gender vote.
<ul>
<li>Bynum’s messaging and advertising is, no doubt, designed and directed toward women voters, and he is winning among women, 40 to 37 percent for Bartlett, but this 3-point differential, which should be greater, is proof the approach is either wrong or ineffective.</li>
<li>Bartlett, meanwhile, has a 10 lead among men, 45 to 35 percent.  In all honestly, as the honorary Democrat in this race, Bynum should have been appealing more to men than women.</li>
</ul>
</li>
</ul>
<ul>
<li>Another element that may place a greater role is that of endorsements.  Typically, endorsements play a greater role in races where voters do not know much about the candidates, and in this race, both of these candidates are very well known, 98% for Bartlett and 85% for Bynum, so you’d think endorsements would not.
<ul>
<li>But here is why I believe it will play a role:  Bynum has been running with endorsements of other councilors and county commissioners, which half of voters do not believe makes a difference and 28% are less likely to support a candidate with them.</li>
<li>Almost half of voters are LESS likely to vote for a candidates with former Democratic Mayor Kathy Taylor’s endorsement, who has endorsed Bynum, and a plurality are MORE likely to vote for a candidate with former U.S. Senator Coburn’s endorsement, who has endorsed Bartlett.  <a href="http://soonerpoll.com/what-is-senator-tom-coburns-brand/">Keep in mind, Coburn has perhaps the highest favorables of any former Oklahoma elected official.</a> These might be the sharpest contrast we have in this race.</li>
<li>If you’re undecided, this might play a role in your decision making when it otherwise might have not.</li>
</ul>
</li>
<li>Lastly, let’s talk geography.
<ul>
<li>Midtowners favor Bynum 50 to 35% and this hurts Bartlett who shares the same base, but Bartlett is beating Bynum in South Tulsa 46 to 39%.  For Bynum to be successful, he needs to get a greater share of this South Tulsa vote, which comprises nearly four in ten votes.</li>
<li>The question is, did Bynum mortgage his Republican stripes to win over Democrats only to lose among South Tulsa conservatives?  It would appear that Bynum spent political capital courting Democrat endorsements to win over Democrat voters that he probably would have won in the first place.</li>
<li>At this point, the undecideds in South Tulsa are breaking near evenly among Bartlett and Bynum, so the jury is still out on this point.</li>
<li>Here is something to consider:  50% of South Tulsans are LESS likely to vote for a Taylor-endorsed candidate and a plurality 43% are MORE likely to vote for a Coburn-endorsed candidate.  Will this be what we see in the coming week?</li>
</ul>

</ul>
<p>The poll was commissioned by the Tulsa World, Fox 23 and KRMG radio.  Five hundred, ninety-eight (598) likely primary voting Tulsans participated by phone using an IVR (Interactive Voice Response) data collection method.  The results were weighted by age, party and gender, and stratified to a profile of likely primary voters in the city Tulsa.  The margin of error was +/- four percent (4%).</p>

<p>Saying that the city of Tulsa is performing well might be an understatement.</p>
<p>According to the most recent survey of citizens of Tulsa, the city government improved its level of satisfaction among Tulsans since it was last surveyed in 2013 in nearly every major category, including quality of life, police and fire services, refuse and recycling services, parks and street maintenance, and economic development.</p>
<p>“A lot of credit belongs to the city’s mayor, city manager, city council, and the hundreds of city workers for those remarkable improvements in just three years,” said Bill Shapard, founder of SoonerPoll and the lead researcher on the study.</p>
<p>More than 70 percent of Tulsans said that they are satisfied with the overall quality of city services provided with 28.1 percent were “very satisfied,” making it a 15 points increase from when the same research was conducted in 2013.</p>

<p>Chris Wilson vividly remembers his excitement when his parents took him, at age 8, to a big rally at the Lawton airport for Gerald Ford during the 1976 general election.</p>
<p>It&#8217;s what recently spurred him to push hard for presidential candidate Ted Cruz, on the day before the presidential primary here, to add Lawton to his Oklahoma visit, which was the edge, Wilson believes, for Cruz to win the state.</p>
<p>Wilson&#8217;s firm, Oklahoma City-based WPA Opinion Research, is handling polling, analysis and digital strategy for the Cruz campaign. The meticulous technologically advanced, highly individualized ground game “drives every issue in the campaign, including scheduling,” he said.</p>
<p>Founded in 2004, WPA employs 25, including 10 in Oklahoma City, 11 in Washington, D.C., and others in Austin, Texas, and Denver. Aside from quick visits home to see his family, Wilson is spending most of his time at the Cruz headquarters in Houston and on the campaign trail.</p>

<p>Still dressed in black from a memorial for their CEO Dave Goldberg, SurveyMonkey executives were confronted with a confounding piece of news. The results of their first big public push into political polling were in &#8212; a long-awaited moment of their beloved CEO &#8212; and they differed wildly from their competitors&#8217;.</p>
<p>The credibility of the company, which Goldberg, a high-profile Silicon Valley personality and husband of Facebook COO Sheryl Sandberg, had headed since 2009, was on the line. So was a bigger question: Could Silicon Valley crack the code to calling elections, an undertaking long dominated by major media and data outlets, and one that has become less and less reliable in recent years.</p>
<p>“We were dressed in black from the memorial, and we said `do we do this?&#8217; We do run a risk if we&#8217;re wrong, and what if we are,” Bennett Porter, head of marketing, recalled. “But we knew that we weren&#8217;t, and we knew that Dave would&#8217;ve wanted us to do it.”</p>
<p>SurveyMonkey&#8217;s executives decided to go out on a limb. They gave their predictions to the <em>Washington Post</em>, <a href="https://www.washingtonpost.com/world/europe/cameron-expected-to-emerge-victorious-survey-finds/2015/05/07/e745447c-f4cd-11e4-bcc4-e8141e5eb0c9_story.html" target="_blank" data-web-url="https://www.washingtonpost.com/world/europe/cameron-expected-to-emerge-victorious-survey-finds/2015/05/07/e745447c-f4cd-11e4-bcc4-e8141e5eb0c9_story.html">which published them the day of the election</a>, showing the UK Conservatives trouncing their Labour rivals. Other polls showed the race neck-and-neck. The bet paid off: Conservative Party Leader David Cameron was re-confirmed at the country&#8217;s prime minister with a sizable majority.</p>
